EASA publishes new AMC and GM to SERA harmonizing global aviation legislation

The European Union Aviation Safety Agency (EASA) has published Amendment 7 of Issue 1 of the Acceptable Means of Compliance and Guidance Material (AMC & GM) to the Standardized European Rules of the Air (SERA), finalizing the regulatory framework maintenance.

Decisions 2024/006/R, 2024/007/R, and 2024/008/R introduce a new set of AMC and GM to support pilots, air traffic controllers, airport operators, and authorities with implementing EU Regulations 2024/403, 2024/404, and 2024/405.

These regulations harmonize EU and International Civil Aviation Organization (ICAO) legislation in SERA, Air Traffic Management/Navigation Services (ATM/ANS), and Aerodromes (ADR).

Key updates include:

  • Alignment of standard instrument departure (SID) and arrival (STAR) speed restriction processes with ICAO phraseology.
  • Revised European radio communication failure procedures.
  • Addition of ballistic parachutes in flight plans per safety recommendations.
  • Clarification on indicating radio and transponder mandatory zones on charts, incorporating stakeholder feedback.

With these publications, EASA concludes Subtasks 1 and 2 of Rulemaking Task RMT.0476, ensuring regulatory coherence between the EU and ICAO frameworks.
